Federal govt decides to take over administrative control of Karachi

ISLAMABAD (92 News) – A key progress in the politics of Sindh as the federal government decided to take over the administrative control of Karachi. Federal Law Minister Farogh Naseem disclosed that the federal government is considering taking over the administrative control of Karachi by invoking Article 149(4) in Karachi. “The federation must take the administrative control of Karachi city for better administration. The strategic committee on Karachi was going to recommend to Prime Minister Imran Khan to invoke Article 149 for the uplift of Karachi,” the law minister informed. Farogh Naseem said that the federal was intending to invoke Article 149(4) in Karachi. “Neither does Article 149(4) speak of governor rule, nor of imposing an emergency,” he added. “It is an independent article, which says that the federal government has an executive authority under which it can issue directives to any provincial government, if there are issues pertaining to peace, tranquillity and economic life,” the law minister clarified. “After getting approval of the cabinet the provision will be exercised and in case of any resistance shown by the Sindh government we will move the SC under Article 184(1) of the Constitution to seek a directive in this regard and if the province still shows reluctance we will file a contempt petition in the SC,” he said.
What is Article 149(4) about administrative control
“The executive authority of the Federation shall also extend to the giving of directions to a province as to the manner in which the executive authority thereof is to be exercised for the purpose of preventing any grave menace to the peace or tranquillity or economic life of Pakistan or any part thereof,” Article 149(4) states. Earlier, talking to the journalists, Farogh Naseem said that right now it was his personal view that the Centre should take over Karachi’s affairs. “Any decision was likely to be taken by PM Khan during his visit to the metropolis on Sept 14,” he added.
