SC orders two inquires in Pakpattan DPO's suo moto case

ISLAMABAD (92 News) – The Supreme Court (SC) on Monday ordered to hold two inquires in suo moto notice of District Police Officer (DPO) Pakpattan Rizwan Gondal case. A three-member bench of the apex court headed by Chief Justice of Pakistan Justice Mian Saqib Nisar took a suo motu notice of the DPO's transfer following an alleged altercation with Khawar Maneka — the former husband of Prime Minister Imran Khan's wife. Khawar Maneka, Ahsan Jamil Gojjar, Punjab Inspector General Kaleem Imam, former DPO Pakpattan, Punjab Chief Minister’s (CM) Personal Staff Officer (PSO)Haider and Chief Security Officer (CSO) appeared before SC and submitted their affidavits. The chief justice ordered to hold two inquiries including alleged mistreatment of Khawar Fareed Maneka's daughter by Punjab police personnel and the political interference in the sudden transfer of DPO Pakpattan Rizwan Gondal. The apex court directed Punjab IG Kaleem Imam and Additional Punjab IG Abubakar Khuda Bakhsh to submit the investigation reports within one week. The court also showed the signal to take action against Ahsan Jameel. During the hearing, the chief justice expressed anger on the Punjab IG and asked that show the file in which the transfer order was made, saying that did this order was given verbal or written. The CJP also inquired that "why you did not stop him for going to CM’s office. You obeyed the order of the ruler." During the conversation with Jamil Gojjar, CJP Nisar asked him that "who are you and how can you dictate the police? What were you doing in Chief Minister’s office and how are you related to him. The phone calls were being made from South Africa and you think that you can disgrace the police due to your political influence?” The chief justice remarked that what was the link of Punjab chief minister with this matter and 'Is the chief minister is GOD'? He said that he will summon the Punjab chief minister, adding that these people has no power to influence the police department. “You people can hold an inquiry from JIT. A notice will be issued to Punjab CM under article 62 (1)(f),” said the CJP and ordered two inquiries over the transfer. “First inquiry should be conducted over the political interference in the transfer. The other one should be held over the incident with Bushra Maneka,” directed the CJP while summoning both the reports within a week. “I received conflicting reports related to the incident. DPO Pakpattan was transferred on the basis of facts. He concealed the truth and misled the authorities,” claimed the IG. The Punjab IG then responded by saying that the DPO was guilty of not taking notice of misbehaviour with a woman. “Gojjar said to me that I acted against the orders issued to me so I should apologize to Maneka at his dera,” Rizwan Gondal told court. Khawar Manika informed the court that the police officials were drunk during their duty and her daughter was shivering due to the behaviour of personnel. The bench has ordered complete inquiry into the incidents of maltreatment meted out by Punjab Police officials to Khawar Maneka's family. The Chief Justice in his remarks said police will be freed from political influence through reforms The Supreme Court ordered a report on political intervention in the police force. The Punjab IG was put in charge of the probe into political intervention whereas the additional IG was made responsible to conduct the inquiry of misbehaviour with Maneka's daughter. The hearing was then adjourned till September 10.
