Technical Advisor to look-after Petroleum Division

ISLAMABAD (92 News) – Following the experience of appointing a Special Assistant to Prime Minister (SAPM) on Petroleum, the government has been considering now to appoint a Technical Advisor to look-after the affairs of petroleum division initially for a period of three years.

So far, the government, in the absence of a federal minister/state minister for petroleum division, had appointed SAPM i-e Nadeem Babar, Tabish Guahar etc to take care of the petroleum division. However, now it is mulling to appoint a Technical Advisor initially for a period of three years, further extendable for maximum period of two years (on yearly basis) subject to satisfactory performance.

According to the proposed job responsibilities of the Technical Advisor Petroleum Division,  under the overall supervision of the minister (Incharge) and the concerned secretary, the Technical Advisor will be responsible to carry out but will not be limited to certain tasks including review the existing petroleum/gas/minerals related policies, framework, constitutional provision and rules of business. Similarly, Advisor will study the latest global and regional best practices in the field of petroleum for augmenting the capacity of the said sector. Likewise, the Advisor will oversee the development programs of sector in respect of the ministry of energy (petroleum division) and companies/organizations/departments under its administrative control. More, the Advisor will review the existing framework for promotion of research and innovation in the field of petroleum and suggest measures for upgrading the same. Furthermore, the Advisor will understand the review of existing Human Resource policies/programs to assess their maturity, effectiveness and suitability and to suggest measures for capacity building of the human resource in the sector.

According to sources, first time in the history of the country, Technical Advisor will look-after the affairs of Petroleum Division and the selected candidate will be offered MP-I scale and other perks and privileges as per the government’s rules and regulations and maximum age limit for a candidate to apply for the position of a Technical Advisor is sixty two (62) years.

Sharing details of educational qualification & experience required for the Technical Advisor, the sources said that the candidate shall have Ph.D degree in Energy Management, Policy, Earth Sciences, Petroleum/Chemical/Mining/Minerals or allied engineering discipline from a globally recognized university/HEC with at least fourteen years professional experience or Master degree in relevant subject(s) with 18 years’ experience in the relevant field.

It is pertinent to mention that Ministry of Energy’s Petroleum Division is mandated to ensure availability and security of sustainable supply of oil and gas for economic development and strategic requirements of the country and to coordinate development of natural resources of energy and minerals. And, now Petroleum Division is looking for an outstanding, dynamic and seasoned professional, having sound grasp of technical and commercial issues of upstream, midstream and downstream segments of the petroleum sector.
